The entertainment company that owns Caesars Palace in Las Vegas and casinos in Atlantic City and elsewhere would like to operate a casino at the Mall of America in Bloomington, but looks likely to run into stiff political opposition.
Robert Stewart of Park Place Entertainment said Friday the mall would provide "a great market opportunity" for a Caesars-branded casino, though the business would not be allowed under current state law. Two state lawmakers representing Bloomington were hostile to the idea of having a gambling and an adult-oriented entertainment center at the mall, saying the business would not bring the same clientele. "I don't know how that mixes with Camp Snoopy," said state Rep. Dan Larson, DFL-Bloomington, referring to the mall's amusement park. "The hospitality industry is the biggest industry in the city," said state Rep. Ann Lenczewski, DFL-Bloomington. "We have to be careful about what image we are presenting and a casino is just not the ticket." Stewart characterized talks between Park Place and mall manager and part owner Simon Property Group as very preliminary.
Simon spokesman Les Morris declined to comment. Mall spokeswoman Monica Davis said a casino "is one of many options under consideration" for the second phase of the mall on adjacent land. Davis said discussions with Simon, which will develop the site, were initiated by Park Place. Stewart wouldn't disclose what other interests in Minnesota have been contacted about the casino, although he said the parties include potential partners and public officials. One significant roadblock to the casino is a state law that limits gambling to the state's Indian reservations. Previous efforts to change the law have failed in the Legislature. "We're aware of the public policy issues," Stewart said. "Clearly there's a lot of work to be done."
Lenczewski last year introduced unsuccessful legislation to give local governments the final say in casino location. Next year Lenczewski said she will introduce a bill calling for a citywide referendum before a casino could be built in Bloomington or elsewhere. Leslie Kupchella, spokeswoman for Gov. Tim Pawlenty, said Pawlenty is not a fan of expanding gambling in the state.
Park Place Entertainment has net annual revenue of $4.7 billion with 25 properties in five countries. In addition to Caesars, its casino brands include Bally's and Flamingo.
