The Bill of Leisure Centers of high-capacity, designed to responde the building of macrocomplex Gran Scala that Leasure International Development (ILD) will be insall in the Monegros will require the promoters of such an action to have a capital of ten million euros and deliver a bank guarantee. The text will be approved by the Governing Council next April 7 and these figures are revised, because the coalition PSOE-PAR (political parties) has a special interest in an agreement with the majority of groups possible in the courts.

José Ángel Biel also said tha the Bill includes the creation of a Consortium to coordinate public action in such initiatives, due to the fact that there are more than two municipalities. In this Consortium will be formed by various administrations, including the regions (Bajo Cinca y los Monegros in the case of Gran Scala), municipalities and autonomous departments concerned.

Biel hoped that the bill will pass the parliamentary process as soon as possible (he thinks it could be published in the Official Gazette before the summer), and repeated the intention of the PSOE-PAR to seek the highest possible political consensus. So that conditions designed by the Government could vary, depending on how going the negotiations with other parliamentary groups.

This act is necessary for ILD to move forward in its effort to build Gran Scala, after signing dozens of sell options to adquire land in Ontiñena for about a thousand hectares.
