Maltese Lottery and Gaming Authority Called Into Question
In various parts of the world governments have allowed and even encouraged online gambling. In some of those jurisdictions those governments have created gambling authorities which control and regulate the industry.

One very big such Authority is located on the Malta which is a group of seven islands in the Mediterranean. A full member of the European Union since 2004. The LGA or Lottery and Gaming Authority of Malta controls all activities related to gambling and it makes millions of Euros every year from licensing and regulating online gambling sites.

The functionality of the Maltese Lottery and Gaming Authority is being questioned lately after a case involving a German player that was not paid for an online progressive jackpot win, of 167,500 euro won in August of 2008.

The player waited a long time for the Maltese authority to make a decision and then ws very surprised to learn that the online casino GVC Holdings subsidiary Casino Club, would not have to pay due to a Maltese law that would force license holders to pay gambling debts is useless effectively rendering the Lottery and Gaming Authority powerless to intervene due to the nation's own laws.

The German player claims that he has been gambler in good standing at Casino Club since 2003, up until the big win. Lawyers from Germany advised the player that he would have to contest the issue in the Maltese courts, a process likely to take a lot of time and money. This action would compel the casino to prove its allegations of 'illegal' conduct by the player and show why the casino decided that the player was not welcome only after a large amount of cash was involved.

A Casino Club spokesperson said they were justified in taking the action and that the LGA had been supplied with all the details, finding in favour of the casino with regards to this issue.

New Danish Online Gambling Laws Delayed
On June 4, 2010, the Danish parliament, Folketinget, unanimously passed the laws for liberalization of online gambling after the European Court of Justice ruled that Danish laws regarding online gambling were not in line with European Union agreements.

The amended laws were due to be rolled out as of January 2011 but have been delayed because the Danish Gambling Board is too busy processing the large number of gambling license applications that the Board has received so far.

Richardt Funch, Ladbrokes Nordic country manager for Denmark, commented, "Just imagine 20 or 30 operators applying for a licence,"he added, "We are talking about a government that has only dealt with the monopoly licence in 50 years, so there will be a lot of due diligence work and legal requirements. It is unlikely we could make it before Christmas. We have received some of the technical requirements, but still don’t know all the details. So March or April is more likely."

Since the land based casino operators put up a fuss over the proposed new taxation rates for operators in Denmark with land slot machine and casino revenues being taxed at rates from 45% to 75%, while online gambling would be taxed at only 20%. It has been suggested that the whole issue will be returned to the European Commission for further inspection and approval. The minister in charge of taxation will set a new date for the implementation of the new rules, once the parties involved all agree.

Once the legislation is complete, only two licenses will be offered sometime next year. One will be for sports betting, while the other is for online casino and poker games. A €36,000 application fee is being asked of potential licensees. Annual fees start at a base rate of €51,000 plus between €7,000 and €200,000 depending on gross win. A flat tax of 20% will be levied across all sectors.
